GUPO was founded by direct order of Joseph Stalin in 1927 following the investigation of the Tunguska Event. While the Tunguska Event was determined to be merely an airburst of a large asteroid or comet (the jury is still debating that to this day), it was decided to assemble a group of scientists to study future mysterious phenomenon, so GUPO was formed within the Soviet Academy of Sciences. Unlike [[Majestic 12]] - its American counterpart founded after World War II - GUPO branched out into studying more esoteric unexplainable phenomenon (the American government had no equivalent for this function of GUPO). During the Cold War, they studied the scientific principles of the three basic forms of magic, and pioneered a new, simpler method of producing devices for use in device magic. GUPO was dissolved after the disastrous outcome of their research into Destruction Spirits that they were overseeing in Chernobyl in 1986. Following the dissolution of GUPO, their duties and much of their staff were transferred into a branch of the Ministry of Defense - the Необъяснимая управление ([[Unexplained Directorate]], or simply H Branch). While GUPO has long been dissolved, the effects of their research into magic resonate to this day. Their work classifying innate magic into the three basic forms is still used as the basis for the SDA's classification system, and the devices which survived the Chernobyl disaster have found their way across Earth and across the Alliance into the hands of everyone from wealthy private collectors to children who stumble across one.
