			The ADCC's primary purpose is to coordinate the response to a crisis or disaster that has occurred in within the Alliance that overwhelms the resources of local authorities. The head of state or government for the polity in which the the incident occurs must declare a state of emergency and formally request from the Executive Council that the ADCC respond to the disaster. The only exception to this occurs when an crisis or disaster takes place on Alliance property or to an Alliance asset—for example, a terrorist attack on an Alliance office building, a major weather disaster that hits an Alliance facility, or a smaller-scale crisis involving Alliance officials or personnel.

			While on-the-ground support of disaster recovery efforts, crisis management, and crisis resolution are the primary part of the ADCC's charter, the department also provides polities with experts in specialized fields, funding for rebuilding efforts, and relief funds for infrastructure development by directing individuals to access low-interest loans, in conjunction with the [[Terran Alliance#Alliance Small Business Council\|Alliance Small Business Council]. In addition to this, the ADCC provides funds for response personnel training throughout the Alliance as part of the agency's preparedness effort - many of the funds that provide for GRAB Act scope training comes from the ADCC budget. The ADCC itself is responsible for maintaining the GRAB Database as well, a task which is performed primarily by a network of smart AI (predominantly Class IV) which in turn report to a single Class IV that then reports to the Secretary of the ADCC, who in turn reports to the Secretary of the Alliance Security Agency.
