Covert Relations and Experts Dedicated to Increasing Tranquility and Stability (CREDITS)

CREDITS is a mysterious network of apparently unaware operatives working for some unknown (to them) overseer who manipulates events from multiple stages out. Formed in early 2026 in the wake of the implementation of the GRAB Act, CREDITS is the brainchild of the Class IV Smart AI that oversees the AI who manage the GRAB Database - "Director Artemis."

Artemis's key motivation is to do more with the GRAB Database information than what the government bureaucrats that utilize it think they can do. In theory Artemis and the CREDITS Network itself are answerable to the Vice-Minister of Civil Contingencies, but Artemis has been known to send the network to do things on its own whim.

Director Artemis has been slowly building a network of unknowing agents through the use of the network, which originally was a pre-existing semi-anonymous bulletin board service founded by an unknown group - presumably teenagers who used it for covert communications, but left to stagnate on the internet as time moved on. Artemis gained access to the abandoned bulletin board service and assumed control of it, using its anonymization services to recruit and manage the members of the network.

Most of the members of the CREDITS Network have no idea that they are even part of the network, they just know that there’s this website that they got an invitation to where they can trade services. They’re completely unaware of the fact that many of the users on the site are actually puppet accounts controlled by Artemis. Users are always trialed before being given access through the manipulation of other users - Artemis will have a user ask a prospective new user to perform a service for them of no real consequence.

Many of the services asked of full members are seemingly inane, things like "invite this specific person to this specific place," or "take this item to this location and hand it to a specific person." They seem meaningless at first glance and from the viewpoint of the people participating, but from the 10,000 meter view that an AI with access to the Sol System's communications and surveillance networks...things fall into place very easily. That person being invited to somewhere meant they were not able to prevent the person from delivering the item, the item is a multitool which gets handed over to a pizza delivery driver, the driver is instructed to leave it in the mailbox of the next place he delivers pizza to. A high school student at that house then is instructed to toss it over a fence at a specific spot. The cell phone then lands in a bush, where it can be reached by the person who was kidnapped and being held in the room that the bush blocks the window of. The kidnapped person can then call for help.
