The Jericho Network was used by the Abraham Administration to, for a lack of a better description, alter the perspective of the masses in order to achieve its agenda. It wasn't outright mind control, rather it created subtle alterations to its victim's state of mind in order to alter their opinions to match a desired viewpoint. How exactly the network worked is unknown.
