Born in Romania in 1976, Ambassador Iliescu is the child of two Romanian police officers who were killed during the attempted coup against General Secretary Andropov in 1984. His parents were training in Moscow at the time with the Moscow Police, and fell in the line of duty protecting the Kremlin against the conspirators of the coup. Cezar and his brother Sebastian were looked after by agents of the Kremlin after that, but only in the loosest sense of the word. Their lodging and food was paid for, there was always at least one Federal Protective Service guard posted nearby the place, usually Chechens due to some weird habit of assignments in the FSO. But they really were left to fend for themselves after that.

Cezar would go on to study international relations, eventually earning a doctorate in it while in the employ of the Romanian Ministry of Foreign Affairs.

In 2013, during the Chechen Conflict (the segment of the Resource Wars when Russia and Georgia warred over the Chechnya region for control of its oil), he was sent as a neutral foreign mediator for the negotiations to end the dispute when the three parties involved (Russia, Georgia, and Chechen Seperatists) requested outside aid. The Foreign Ministry wanted access to Chechen oil and knew of the status that the presence of Borz gave to Cezar. Romania's goal was to ensure an independent Chechnya allied with them, and he accomplished it, becoming something of a local legend to the people of the new nation. However, this soured his relationship with Russia, who rescinded the standing order providing bodyguards for him and his brother. The Chechen government wasted no time in replacing the lost FSO troops with their own personnel. Chechnya remains a strong ally of Romania to this day.

Following the Chechen Conflict, Cezar returned to the Ministry of Foreign Affairs, who continued to make use of his skills as a negotiator to seal deals that were in the best interests of Romania. Aside from the resolution of the Chechen Conflict, most of his work is of little interest to those outside of Romania. Trade deals, negotiations of mutual defense during the War, and so on, were his bread and butter until the post-war era.

Following the war, Cezar sensed an opportunity to 'do more in the world,' and joined the fledgling Alliance Diplomatic Corps soon after its creation, hoping to put his skills to use assisting the nascent Terran Alliance. Since then, he's travelled the Alliance and helped defuse crises before they could become a stability threat. He was part of the team that negotiated the cease-fire in the Belt Rebellion. He negotiated with some of the Martian Ecoterrorist groups. His technology exchange deals with the Teuthidoids have led to a rise in crop production in desolate areas.

His appointment as Ambassador to the Sirius Trade Station is his posting as a full Ambassador. His prior appointment was as Deputy Ambassador to the Proximan Suzerainty.

Borz

The grey she-wolf started following Cezar around in 1986, and was presumed to be the sole survivor of a pack killed by local hunters. Dubbed Borz by one of the Chechen FSO guards stationed to protect the Iliescu siblings, the name has stuck. The Chechen guards were couldn't help but look on in awe as the wolf followed around the Romanian boy like a well-trained dog, and soon came to believe that Cezar was destined for some sort of greatness relating to the Chechen people (they, of course, kept this to themselves). Borz's reputation really started to grow when a veterinarian giving the animal a check up made the discovery that she was well over 20 years old in 2000, far older than any wolf had been known to live. Half-joking rumors soon spread among the guards that she was descended from the legendary She-Wolf from Chechen mythos. No explanation could be found for the wolf's longevity, at least until the post-war era when someone finally thought to have the SDA look into the matter. Borz has been confirmed to be a rare case of an animal being a contractor, in her case a contractor of courage. No reason has been determined as to why she chooses to follow around Cezar.
